I believe the answer is: . A.The government is not above the law and the will of the people

If the king is not bound by the law, the King could do any type of injustice towards its people and there is nothing that the society can do about it. By binding the King along with the law, the King's power become extremely limited, Which make it easier for people to give their aspiration to the government without excessive fear of their lives.
