its identity because both sides equal each other once you work them out 12m+16=12m+16

Identity means equation that is always true.
No Solution is a equation that is not true.
So,
First get rid of the parenthesis.
4 (3m + 4) = 2 (6m + 8)
12m +16 = 12m +16
12m - 12m = 16 - 16
0 = 0 .............which is true
So it is a identity.
