Explanations:

Electronegativity of an element is the ability of such element to attract electron to itself.

Noble gases are not electronegative elements because they already have a completely filled outer shell showing that they already attained their octet configuration (8 valence electrons). Hence the reason they cannot attract more electrons to themselves making them to have no electronegativity.
