The romans seem worse off under their new rulers than they were under Julius Caesar because the government is in chaos, the event that happened brought fear to the people around them. This was how the ROman Empire slowly falls.

They seemed better as Julius Caesar new rules were quite innovative which aim to provide a better sense of living and lifestyle. He impacted the Roman empire to always strive harder to reach its goals and aspirations.
