Notice that the statement :

Perpendicular lines intersect to form right angles. is a TRUE statement

All eagles are bald eagles. is a FALSE statement

The capital of Texas is Houston. is a FALSE statement (it is Austin, just checked)

Congruent segments have equal length. is a TRUE statement

and therefore Congruent segments do not have equal length is FALSE.

Therefore the compound statements (using OR and AND connectors) must satisfy the rule of veracity.

Then the following:

The capital of Texas is Houston or congruent segments do not have equal length;

we have a F v F = FALSE

For:

The capital of Texas is Houston or congruent segments have equal length;

we have F v T = TRUE

Since the problem is asking to identify: R v -S

then we need to write:

"The capital of Texas is Houston or congruent segments do not have equal length; " which as we said above is a F v F = FALSE statement

Then the answer that needs to be selected is the second answer in the list
