2 is a factor of 8 and 4 however it is not a multiple of either so the answer is 2

The factors of 8 are 1, 2, 4, and 8.
The first few multiples of 4 are 4, 8, 12, 16, and 20.
The factors of 8 that are multiples of 4 are 4, and 8.
Therefore, the factors of 8 that are not multiples of 4 are 1 and 2.
