Given:
2000 - 5,000 people
2010 - 5,600 people
(5600 - 5000) / 5000 = 600/5000 = 0.12
0.12 * 100% = 12%
The percent of change is 12%. It means that the number of people increase by 12% from the original number of 5,000 in year 2000.
