When the Viet Cong seemed to be winning the war in South Vietnam in 1961, how did President Kennedy react?

In 1961, the Viet Cong had extended their control over South Vietnam, specially over its rural population.

In order to combat these expansions, President Kennedy decided to increase the presence of US military forces in the country, seeking to reach success on their counterinsurgency objectives and these were also providing training to the South Vietnamese army.

With the Viet Cong winning the war in South Vietnam in 1961, president Kennedy reacted by sending American military advisors there. This was the beginning of an era that was characterized with war as american troops were sent later on.
