Making a table with the values of the function, we have:

t y

0 -16(0)^2+64(0)+2 =2

1 -16(1 )^2+64(1)+2 = 50

2 -16(2 )^2+64(2)+2 = 66

3 -16(3 )^2+64(3)+2 = 50

4 -16(4 )^2+64(4)+2 =2

We can see that the height of the projectile would be below 50 with a time value less than 1 second and greater than 3 seconds.
