The Fugitive Slave Act allowed escaped slaves to be re-captured as long as they were in the United States.

Because it made sure that all the slaves that escaped when they were caught they had to be returned to the slaver/owner and that made sure officials and citizens of free states had to listen.

A free state is a state where slavery isn't allowed.
