It is known that the radius is half the diameter of the circle so it follows:

r=(d)/(2)

1. For d=16 meters it follows:

r=(16)/(2)=8

The radius is 8 meters.

2. For d=4 centimeters it follows:

r=(4)/(2)=2

Hence the radius is 2 centimeters.
