Drinks with high-level carbonhydrates can cause
dehydration in hot environments?

Yes.  Your body requires water to dilute the sugars ingested in the the drinks.  In a hot environment your body would also need to sweat.  So adding high sugar drinks puts pressure on your body and you can become dehydrated.
