Let the volume of the ten percent and thirty percent solutions be x and y respectively.

300(21.33)=6399

Therefore


\begin{gathered} 10x+30y=6399-----------------(1) \\ x+y=300-----------------------(2) \\ equation(2)*10 \\ 10x+10y=3000-----------------------(3) \\ 10x+30y=6399-----------------------(1) \\ ------------------------------------ \\ -20y=-3399 \\ \Rightarrow y=169.95 \\ \text{Substituting the value of y into equation (2)} \\ _{} \\ x+169.5=300 \\ \Rightarrow x=300-169.5=130.5 \end{gathered}

Hence Joy must use 130.5millilitres of 10% fungicide and 169.5millilitres of 30% fungicide
