Why did Southern and Northern delegates disagree over whether the new Congress should have the commerce power?

Answer: The southerners thought it would lead to an end to slavery.

Explanation: The south's economy was based off of plantation cash crops which were produced by either indentured servants or slaves. Therefore, if slavery was abolished then the south would have no steady source of income to drive its economy.
