I'm confused how to get my answer. I dont know if I need to add subtract divide etc. can someone help me

You don't need the picture at all.

All you need is:

-- You have 1-1/3 pounds.

-- You want to divide it up in piles with 2/9 pound in each pile.

-- How many small piles of 2/9 pound can you make
with 1-1/3 pound that you have ?

-- Put it another way: How many times can 2/9 come out of 1-1/3 ?

-- Put it another way: How many times does 2/9 go into 1-1/3 ?

That's division.
