The equation of a circle given the center and the radius is expressed as follows;


(x-h)^2+(y-k)^2=r^2

Note that (h, k) is the center, that is, (3, -4) and the radius is 3.2

The eqy=uation now becomes;


\begin{gathered} (x-h)^2+(y-k)^2=r^2 \\ (x-3)^2+(y-\lbrack-4\rbrack)=3.2^2 \\ (x-3)^2+(y+4)^2=10.24 \end{gathered}

Therefore, the first option is the correct answer
