Simple,
28%
as a fraction: 28/100 or 7/25.
decimal: 0.28
That pretty much covers everything.

28% is:
28/100= 7/25 as a fraction
0.28 as a decimal
cant be a mixed number because its part of one (unless you write 0+ 7/25)
not sure what u mean by whole number lol
