Why doesn’t the water vapor just stay over the ocean

Because the ocean water will reabsorb much of the steam . I hope that's help !

Water Vapor is when water evaporates causing a liquid to turn into a gas form. Depends on the weather. Sunny weather would lead to evaporation.
