Relative frequency is the ratio between the total number of a certain outcome occur and the total number of events/experiments.

Since the spinner is spun 80 times and 64 + 16 is 80, the total number of events is 80.

Based on the result, green occurred 64 times. Therefore, the relative frequency is 64/80 or 0.80.

On the other hand, orange occurred 16 times. Therefore, the relative frequency for orange is 16/80 or 0.20.

Since 0.80 and 0.20 are far from each other then, the two outcomes are not equally likely.
