C. People are less likely to seek the help they may need because they beleive they know what is right.

The best answer would be C. People are less likely to use medical resources.

If a community has a high level of health literacy they will be knowledgeable about many different aspects of health, what would be beneficial and what would be detrimental to their own well being, therefore they will be far less likely to act on impulse, abuse recreational drugs and be less physically fit and productive. They will not need to use certain types of medical resources because they will already be aware of many things regarding health.
