Given that we have a total population of 102, 4 out of every 12 are blue

This implies that the fraction of blue parakeets from 4 out of 12 is

N_(blue)=(4)/(12)=(1)/(3)

Therefore, the number of blue parakeets from the population will be

(1)/(3)*102=\text{ 34}

We have 34 blue parakeets are blue

Therefore the number of parakeets that are not blue would be

\begin{gathered} \text{Total parak}eets-Number\text{ of Blue parak}eets \\ =102-34=68 \end{gathered}

Hence, the number of parakeets in the population that are not blue is 68
