The fourth alternative is correct (D).

The governors, as chief commander, have the prerogative to call the National Guard to protect society in emergency situations. This can happen in situations of conflict, terrorism, major protests or even during a natural catastrophe such as an earthquake or a hurricane.

It is worth mentioning that the convening of the National Guard is usually applied when the state police in question are confronted with a serious situation, above their capacity to respond.
