Now,

From the formula of point-slope form:


y-y_1=m(x-x_1)

Where,


x_1=-3,y_1=-8,\text{ m=-2}

Then,

Put all values into the above formula:


\begin{gathered} y-y_1=m(x-x_1) \\ y-(-8)_{}=-2(x-(-3)_{}) \\ y+8=-2(x+3) \end{gathered}

So,

The equation of a line is y+8=-2(x+3).

Hence, the correct option is B.
