x as the number of regular cars and,

y as the number of compact cars

Number of regular spaces = 180

Number of compact spaces = 400 - 180 = 220

Regular cars must pack in regular spaces implies:


x\text{ }\leq\text{ 180}

Compact cars may pack in any space implies :


x\text{ + y }\leq\text{ 400}

Meaning the sum of cars packed in the regular space plus that in the compact space cannot be more than the total number of spaces(400)
