We need to find the equation of a line perpendicular to;

y = (2/3) x - 13

and through the oint (4, -1)

So we recall that the slope os a perpendicular line to one of slope "m" is given by the "opposite of the reciprocal" of the original slope m. So that means that our new slope must be "-3/2"

Now, we also use the point-slope form of a line to complete this point (4, -1) request:

y - (-1) = -(3/2) (x - 4)

y + 1 = -(3/2) x + 12/2

y + 1 = - (3/2) x + 6

y = - (3/2) x + 5
