What did william penn consider his colony to be "fundamental order" a "holy experiment" a "royal church" a "personal estate"?

The answer would be "Holy Experiment." This was the word William Penn used for the ultimate government he established for Pennsylvania in 1681, when he got the contract for that colony from King Charles II of England. Penn supposed that the contract was a present from God, "that an instance may be set up to the states: there may be area there, though not here, for such a holy experiment."
