Several definitions fit this answer. Some would refer to this style as "servant leadership" where a leader's goal is to be a servant to the team. Others would say that this is a "hand's off" approach to leadership because he puts responsibility on the team, not himself (herself?). My opinion is this is a typical delegation scenario. Bertram is letting the experts do what they do best, while guiding them towards pre-set goals.
