The answer would be: C:x to the four ninths power

In this question, you have ninth root of x or
\sqrt[9]{x} or x^1/9
The number is then multiplied with itself by 4 times which mean it become (x^1/9)^4
If you solve the equation, it should become x^4/9

Let's convert the task into an example, simplifyng which will make us able to get the answer.
So, according to the task:
\sqrt[9]{x} * \sqrt[9]{x} * \sqrt[9]{x} * \sqrt[9]{x} = \sqrt[1/ 9 ]{x} * \sqrt[1/9]{x} * \sqrt[1/9]{x} * \sqrt[1/9]{x}

Now we can simplify:
\sqrt[1/9]{x} + 1/9+1/9+1/9 = x^(4/9)

So the answer is C:x to the four ninths power
