A would be the answer. To be perpendicular, you need the opposite reciprocal of the slope, which for -4, would be 1/4, then stick the point (-2,7) into the equation in point slope format.
y-y1 = m(x-x1)
y-7 = 1/4(x-(-2))
y-7 = 1/4(x+2)
