We will have the following:

We will replace the values in the general equation of a line, that is:


y-y_1=m(x-x_1)

So:


\begin{gathered} y-4=-(2)/(3)(x-3)\Rightarrow y-4=-(2)/(3)x+2 \\ \\ \Rightarrow y=-(2)/(3)x+6 \end{gathered}

Now, from this we can see that when x = 0, y = 6, so we can plot the line, that is:
