What point of view uses the pronouns he she and they and lets reader know the thoughts and emotions of all the story’s characters

Third person is the answer.

First person uses I, me, and my. Second person uses you.

This would be 3rd person. 3rd person is, essentially, an outsider. So, an example would be like a narrator. Obviously this person is going to use pronouns like he and she because they are telling the story and they're not involved in it. Also, since this person tells about all of the characters, they know their feelings and thoughts, whereas if it was first person (like someone telling a story about something that happened to them), then they wouldn't know what the other people were feeling, they'd only know their feelings.
