I'm assuming this question is asking the process which yields step 1 to step 2, because step 1 just shows the equation, while step 2 actually shows the answer choice D, which is the multiplication property. 3(x + 3) is multiplied as 3 x 'x' and 3 x 3 which comes out to 3x + 9.
