Since the equation we're looking for is parallel to another line, we can "steal" the second line's slope and use it in our equation.

Point-slope formula:
y - y1 = m(x - x1)
y - 2 = 2(x-(-1))
y - 2 = 2(x+1)

Solve for y to put into slope intercept form:
y - 2 = 2x + 2
y = 2x + 4
