Since this is a pieciewise function to find its values we need to determine which expression to use.

When x=0, according to the rule given we need to use the second expression, then we have:


\begin{gathered} h(0)=2(0)^2-3(0)+10 \\ h(0)=10 \end{gathered}

When x=4 we need to use the third expression, then we have:


\begin{gathered} h(4)=2^4 \\ h(4)=16 \end{gathered}

Therefore we have that h(0)=10 and h(4)=16
