First use the fact that there are 360degrees in a circle and the given angle to find out Choi's percentage of the vote:

\%_(Choi)=(86.4\°)/(360\°) = 0.24 = 24\%

Then use that percentage to calculate Choi's total votes:

Votes_(Choi)=\%_(Choi) * Votes_(total)

Votes_(Choi)=24\% * 4300

Votes_(Choi)=\1032

Choi got 1,032 votes.

To check:

(1032)/(4300)=0.24

0.24 * 360 = 86.4 CHECKS
