surrounding air which is at higher air pressure try to push the low pressure air which rises the temperature of low pressure air and again this air moves upward leaving behind less air at the surface of the ocean.

when this high temperature and moist air moves in the upward direction it temperature decreases due to which clouds are formed . This combination of clouds and wind continuously grows and started spinning. When this combination of wind and clouds spin fast, that time an eye is formed at the center. At this center very low air pressure is there and air with high pressure flows down into this center.

In this way cyclones are formed.
