So, the ounces for 1 ounces of milk =
(15)/(8)

Let y be the ounces of flour for x ounces of milk,

∵ The ounces for x ounces of milk =
(15)/(8)x


\implies y = (15)/(8)x-----(1)

Which is the required relation,

Since,


0=(15)/(8)(0) ( True )

I.e. line
y=(15)/(8)x passes through the origin,

Hence, the relationship (1) is proportional.

Yes, they are proportional because if you increase or decrease either amount they will both change. They will always have the same size. For example if I want to double the flour, I will have to double the milk as well because they have the same ratio.
