Parallel means "same slope," so y=mx+b where m is the slope. Therefore m=3/4
Now the new line's equation, in point-slope format: y-y1 = m (x-x1)
y-9 = 3/4 (x-4) ->> y-9 = 3/4x -3 ->> y=3/4x+6
