It is given that a group of friends rent a house for $1290.

(a) The more the number of people sharing the house, the less the cost to each person.

Hence, the cost to each person is inversely proportional to the number of people sharing the house.

(b) The cost per person is C and the number of students is n.

To find the cost per person, divide the total rent for the house by the number of students:

C(n)=(1290)/(n)

(c) To find how many people are needed to share the house if each student wants to pay a maximum of $80, substitute C=80 into the equation:

\begin{gathered} 80=(1290)/(n) \\ \text{ Multiply both sides by }n: \\ \Rightarrow80n=1290 \\ \text{ DIvide both sides by }80: \\ \Rightarrow(80n)/(80)=(1290)/(80) \\ \Rightarrow n=16.125 \\ Choose\text{ the next whole number greater than the answer:} \\ \Rightarrow17\text{ people will be needed.} \end{gathered}

The answer is 17.
