To find a percent change, you can follow these steps:

1.-calculate the difference between the two numbers that you are comparing:

\text{Change = New Number - Original Number }

2.-Then, the increase must be divided by the original number and multiply the result by 100:

\text{ \% change = }\frac{\text{Change}}{\text{Original number}}\cdot100

3.- If the answer is negative, then it is a decrease, if it's positive, then it is an increase.

For example, lets find the percent change of 40 to 65:

\begin{gathered} \text{New Number: 65} \\ \text{Original Number: 4}0 \\ \Rightarrow Change=65-40=25 \end{gathered}

then:

\text{ \%change=}(25)/(40)\cdot100=62.5

since the percent change is positive, we have that there is an increase of 62.5%
