Let:

T = Total cost

B = Ms Hernandez's budget

b = Cost of the parking

a = cost of the admission ticket

n = number of people

so:

\begin{gathered} T(n)\le B \\ T(n)=an+b \\ where\colon \\ a=15.5 \\ b=7 \\ B=100 \\ so\colon \\ 15.5n+7\le100 \end{gathered}

Solve for n:

\begin{gathered} 15.5n\le100-7 \\ 15.5n\le93 \\ n\le(93)/(15.5) \\ n\le6 \end{gathered}

She can bring 6 people including herself
