Writing to Explain Steve said it does not matter which terms is first and which term is second in a ratio since ratios are different than fractions is he correct? explain why or why not.

A ratio is a comparison between two quantities, then it doesn't matter the order of terms. For example, it is the same to say that in your class there are 17 girls to 14 boys as to say there are 14 boys to 17 girls. Then, Steve is correct.
