The answer is the Big 8 Management Board. The former moderators of news.announce.newgroups (n.a.n.) formed the Board to make recommendations about how to go over the management of the Big-8 newsgroup hierarchies. They are a group of newsgroup hierarchies recognized after the Great Renaming during the rearrangement of Usenet that happened in 1987. Groups are added over a procedure of recommendation, debate, and voting. They are formerly known as the Big 7.
