find the slope with the formula

m=(y2-y1)/(x2-x1)

replace with the points given

m=(-1-(3))/(2-0)=(-4)/(2)=-2

replace one of the points in the equation in the form }

\begin{gathered} y=mx+b\text{ } \\ y=-2x+b \\ 3=(-2)\cdot(0)+b \\ 3=b \end{gathered}

write the full equation

y=-2x+3
