15.9/100 pregnant women = x/25,250 pregnant women.
15.9 times 25,250 = 401475 divided by 100 = 4014.75
Answer = 4015 would be expected to deliver by C-section.

P(C-section) = 15.9% or 0.159
Expected number of C-Section out of 25,250:
0.159 x 25,250 = 4,015 Women
