When dilations represents a reduction ?

A dilation represents a reduction when the coefficients(number that goes at left) of x and y are less in value than 1.

For example, in this case there are three options bigger than 1 ( they are 1.2 , 4/3 , and 3/2)

and theres one option smaller than 1. ( That is 0.8)
