As the price of corn raises the amount charged increases by .34

In other words a linear equation can be used.
y=.33x where x is the amount of corn and y is the the total cost in dollars.

Yes; the relationship between cost and number of ears of corn is proportional.

Even though the rates in the table are not constant per ear of corn, but there is a constant rate for every 3 ears of corn.
