She spends $(6x + 13) on electricity and rent

so rent + electricity = (6x + 13)

she spends $(3x - 7) on rent

so

$(3x-7) + electricity = $(6x+13)

electricity = $(6x+13) - $(3x-7)

electricity = 6x - 3x +13 +7 =3x +20

she spends $(3x+20) on electricity

for the values of X for which the amount the she spends on electricity is less than $100 we eqate the value of electricity to $100

so $(3x +20) = 100

3x =100 -20

3x =80

x = 80/3= 26.66667

so values of x for which the amount she spends on electricity is less than x lie in the range x<26.6666667

The idea here lies in the fact that they are looking for values of x u put in the equation that gives you less than 100 dollars

put values less than 26.6666667,say 26.666666 in the expression $(3x + 20)

it will give you a value less than $100.
