The line y = 3 is a perfectly straight, horizontal line crossing at, well, y = 3.

The slope (or the gradient) of a line, is by how much the line is ascending or descending, essentially.

y = 3, being a perfectly horizontal line, does not ascend or descend, thus making its slope ZERO (0).
