y= (X-14)/3 = 1/3x-14/3
2 lines are parallel when they have the same slope m = 1/3
--> equation of the line: y= 1/3x + b
(-1,2) is a point on the line, plug into the equation:
2=1/3.(-1) +b --> b= 7/3
--> y= 1/3x +7/3
